Ambassador David H. Shinn’s journey to global diplomacy began in an unexpected place: the classrooms of Yakima Valley College, where he was a proud member of Phi Theta Kappa. As a community college student, Shinn found more than academic opportunity, he found direction. Through PTK, he gained critical skills in leadership, research, and career preparation, along with the confidence that comes from being surrounded by driven peers. That early foundation would shape a life defined by service, scholarship, and global impact.
After transferring to George Washington University, where he earned his bachelor’s, master’s, and doctoral degrees, Shinn embarked on a 37 year career in the U.S. Foreign Service. His work took him across Africa and the Middle East where he contributed to humanitarian efforts, diplomatic initiatives, and long term development programs. His distinguished service earned him multiple State Department Superior Honor Awards and ambassadorial appointments to Burkina Faso and Ethiopia.
Despite his global career, Shinn has remained deeply connected to his roots in community college education. Named one of PTK’s Most Distinguished Alumni, he later served for more than a decade on the PTK Board of Trustees. In that role, he gained a profound appreciation for the diversity and determination of community college students and the vital role these institutions play in expanding access to higher education.
That belief is now reflected in his philanthropy. Through the Phi Theta Kappa Foundation, Shinn established the David Shinn Family Scholarship Endowment, a permanent fund designed to support high achieving community college students pursuing careers in international affairs. The scholarship provides financial assistance to students with demonstrated academic excellence and need, helping them continue toward a bachelor’s degree and prepare for careers that contribute to global understanding.
